How to make a map with CATE
Note you, not JUST a simple map... I know how to use the "Save BMP" feature in CATE, thank you very much.

If you must save BMP with ALTITUDE colors, then yes your explained system is correct.
CATE does not save bitmap colors for altitudes, only for tiles.
I had to do similiar thing when Red Dog requested those kneemap source files from ODS, Afghanistan and Balkans.
