Note you, not JUST a simple map... I know how to use the "Save BMP" feature in CATE, thank you very much. )

If you must save BMP with ALTITUDE colors, then yes your explained system is correct.
CATE does not save bitmap colors for altitudes, only for tiles.
I had to do similiar thing when Red Dog requested those kneemap source files from ODS, Afghanistan and Balkans.
