When I tile cities from my city.tdf file, most if not all are hollow. I realize that not all cities are completely solid city, but there are too many city tiles missing from the center of the cities. Below is an example of a couple cities. They are small, but this happens with much larger cities as well. Any ideas other than filling them in by hand?
