Why multiple copies of city tiles in ODS?

Why multiple copies of city tiles in ODS?
I'm looking through the ODS Texture.zip file and I am finding multiple copies of the same tiles for cities. For example, the east-west road, inner city tile HARAB50A.pcx is with the arable land type, then the same tile appears again as HCITY83A.pcx with the Desert land type and again as HWOOD21A.pcx with the forest land type.
Why is this? Is it necessary to do this for each different land type so that the palettes are the same?

So the extra tiles serve no purpose other to reserve the names of the files for other city tiles yet to be made? In other words, they don't need to be there at all?

Well as you said they are identical copies, just named differently (obviously), they are placeholders now as I couldn't be bothered to create brand new city tiles for the Iran mountains (if I recall correctly), but if we did not add placeholders, then the whole CATE conf file would have to be remade when we finally got the tiles done. So I decided to add the placeholders, but never got to whine anyone creating new tiles for them.
I guess you could rally up some guys to create new city tiles?
