As the tutorial says, you need to use runtiles to create M, L and T tiles.

Aren't the T-tiles created by Run-tiles based on the palette of the set they are contained in (or something along those lines)? So you can't just copy over the H-tile and make it smaller. There is some type of palette "averaging" that is going on I think.
