Are you requireing that the approach index (and thus the tower index) remains the same between the IRAN and ODS common airbases?
it's easier for me to start from scratch, but I could use the ones from ODS and simply implement for the IRAN specific airbases

Well I have no clue what these indexes are or what they do

they are just part of the stations.dat file
Usually, when creating a teather,approach indexes start at 0 and gets implemented for each airbase to 45, the starts again at 92 and so on...
Tower index is approach index + 46
I can keep the same value as ODS and adapt for new airbases in Iran
or
I can start from scracch for Iran
IMHO, that won't do any difference and I prefer the second solution.
