Cannot save .tga picture to 16bit.

Hello guys again. I was flipping through the F4 manual and noticed that I can add a different squadron patch in the game. I entered the internet and searched for squadron patches and saved the pictures in .jpg format. I then saved them in .tga format and resized them to 96x96 pixels. However the colour is in TrueColour and so in the game the picture is not at all clear. However I have tried saving the picture in 16bit but it can't. I am using AcdSee v5.0. I have also tried using PaintShop Pro 7 but it doesnot have 16bit. Also the game cannot find the picture at all if it is in .gif format although the manual says it can. Can someone help me here, either by telling me what to do or if there is any program that can help me? I would really appreciate any assistance guys. :(

photoshop can do it.

I have just downloaded Photoshop 6 but i cannot save the picture in 16 bit colour depth. If I can do it through that program, could you please instruct me on how to do so? I hope i donot cause too much trouble.

PSP should do it... check Options commandbutton from Save As dialog
