Which is Tornado ECR?

I was recently looking through a Greek magazine that is about aeroplanes and airspace. There were pictures of the Red Flag that took place in 1998. I noticed that there were aeroplanes of the German Air Force that were called Tornado ECR. What I noticed is that those aeroplanes carried the AGM-88 HARM. I'm not sure whether the Tornados in Falcon4 carry the missile but I just wanted to clear things in my mind. Apparently the aeroplanes had a colour of silver and black in Tiger design and the were called Tiger Meet. Does anyone know what these aeroplanes are? Adding them would be nice guys for SEAD Strike missions just like the F-4G model.
