Terrain Data Format Description

I'd like to use F4-Scenary for the CSP project (CSP) I know the tools found on this page, but I don't know how to edit objects in the 3d world. Are there any tools available for this? If not, how is it done?

And is there any description for the file format? We have a tool for F4 terrain data conversion, and it would be great to extend it to object placement.
