In BIS forums OChristie reported that he downloaded and installed ArmA 2 from the petergames.de digital download.

People are now reporting that when time reached 00:01hrs which is May 29th Friday, they started to receive the online activation emails from Petergames.de online digital download place.

So I guess now its safe to say the German version of ArmA 2 is fully available! :D
