Well folks, contrary to the manual i can assure You that wrptool (at least the 0.95 release) is running just fine on Win98SE.
Even if i have not tried all the features, i did create an island (very basic) exported it and did a quick test mission on it.
So far i have discovered no problems.

But we had a number of users who told us, that they had massive problems, therefore we mentioned it in the manual.

The problems You mentioned are most probably memory-related.
I found out that i cannot run another memory-heavy application (several smaller ones don't seem to hurt though)
I've been constantly working with wrptool for the entire day now and it runs splendidly !
