How to create airbase?

Anyone know how I can build some new airbases? I need to develop some longer runways for B52's! What tools do I need. I have LODEditor 3.63.

I believe Codec made some util which uses LODEditor made ... well.. lods or what ever they are to make objectives.

Codec, want to share some details?
