ERROR 81, Help!!

I have tried many time to get the ODS to work but with no success. The error I get is "error 81 c:\falcon4\graphics\terrian\cpp Dec 9 1999". Am I doing something wrong. I tried to follow the instuction included in the PDF file. It refers to installing the Vietnam Theater. I assumed that was a typo, is that so or do you need the viet files for ODS?
Files I'm using:
Falcon 108 US
Falcon4_108i2.exe
F4Patch_standard_41RP5a.exe
and the ODS exe.
All files have been expanded!

I need some serious help. F4 runs fine under RP and eFalcon (perfer RP) but I want to play ODS really BAD!! Help Please!

PS. I have the 110 Version but trying to follow the instructions included.
