Skin Editor v2

I am trying to update some *.bmp 2d & 3d skin imagery, but it readme recommends using Skineditorv2; I only have v1.5 & I dont think it works like the suggested version. Anyone have any help links.
It was from the Aeyers cockpits.nl site.
