ImageMagick is quite good image command line processing tool.

Use ImageMagick to translate, flip, mirror, rotate, scale, shear and transform images, adjust image colors, apply various special effects, or draw text, lines, polygons, ellipses and Bézier curves.
I haven't used it that much, did few Falcon 4 fartile pcx files with and it was working great. I'm now looking into flipping a large 12800x12800 resolution ArmA 2 satellite terrains with it from command line along with my other tools. Check out their web page for the feature list, its quite impressive.

Oh and its free tool.

Yeah, I looked at making it portable a few years ago. As I recall, there's also another, related product, but I can't remember what it was called. :doh:

It was a very powerful app!
