How to change the number of seats in a flight by TacEdit ?

I want to reedit a 1-ship F-16 flight to 4-ship flitgh by editing the roster field. The number of the flight is shown as 4 F-16s on the "air tasking order" Field,but the fighter seats available have not yet been appeared under "Mission Schedule" box. Someone told me that roster is for changing ground and naval unit composition, in short for non player usable entities. Is this correct? if not, how to fix it?

In TE it is easier to create a new flight. I campaigns I have never tried to change the size of flight.

Roster numbers define the number of vehicles contained in each slot. There are 16 slots (0-15) and it is possible to have up to 3 vehicles per slot. I know of no way to tell the ATO how many aircraft are in a flight.
